Police bid to stop 'tombstoning'

Apparently police in Cornwall (along with the RNLI) are concerned about "an increase in the number of people seen in Bude jumping off the town's harbour wall and canal lock gates into the sea". To deal with the problem they are considering the use of Dispersal Orders?
Now I know we have an obligation to the 'protection of life and property' however, it's likely these halfwit lemmings are the same ones that cause the drunken scourge of our street corners most nights? More police effort being put into protecting those that are too dim (or too high) to understand the dangers of their own actions? See, we even help and care about those who won't / can't help themselves. That's public service for you!
